Daniel González Palau

Project Coordinator

Has been the Director of IGADI since 2017. Graduated in CC. Policies and Administration from USC, with master’s degrees in International Cooperation and Cultural Mangement from the same University. He was an awareness technician (2009-2011) and Secretary of the Galician Fund for Cooperation and Solidarity (2011-2015). Published «Town Twinning in Galicia: Globalization, networks and local government» (IGADI, 2010), among other works around Galician paradiplomacy. Since 2014, he has been responsible for the investigation «Unha historia para o S. XXI» surrounding the development of the Lei Paz Andrade in Galicia. Since 2018 has been the editor of the IGADI Annual Report.

Francisco Aldecoa

Researcher

Holds a PhD in Political Science from the Complutense University of Madrid, with a specialization in International Relations and European Integration. He has served as Professor of International Relations since 1990 at the University of the Basque Country and since 2000 at the Complutense, where he is now Emeritus Professor.

A disciple of Antonio Truyol y Serra, he is regarded as one of Spain’s leading scholars on the European integration process, with a federalist perspective and strong commitment to public outreach. Since 1994, he has held the Jean Monnet Chair on the European Political Model and its external dimension. He was Vice-Rector and Acting Rector of the University of the Basque Country, as well as Dean of the Faculty of Political Science and Sociology at the Complutense (2002–2010), during which the first International Relations undergraduate program in Spain was established.

Honorary Doctor of the National University of Political Studies and Public Administration in Bucharest, he has been President of the Spanish Federal Council of the European Movement since 2018 and a Board Member of the International European Movement since 2020.

Serafín Pazos

Is the coordinator of the Research Line at the European Union of IGADI. Has a Doctorate from the European Union and was Head of the Brussels Office and responsible for European Policy at the Convention of Scottish Local Authorities. He is currently project coordinator at AEIDL, European association for innovation in local development.

Member of the Committee of Subsidiarity Experts of the European Committee of Regions, Coordinator of the Group of Cohesion Experts of the Council of Municipalities and Regions of Europe (CMRE) (2008-2018), Secretary of the Scottish members of the Committee of Regions (2007-2020) and the Council of Local and Regional Powers of the Council of Europe. Technical rapporteur of several Dictations of the Committee of Regions, Council of Local and Regional Powers of the Council of Europe, European Parliament, Scottish Parliament and British Parliament. Member of the Institutional and External Action Committee of the Consello da Cultura Galega. Previously he worked at the Fundación Galicia Europa in Brussels and at the General Secretariat os the External Action of the Basque Government, among others. Monthly columnist in Galicia Confidencial and regular contributor to Luzes, La Voz de Galicia, El Correo Gallego and Agenda Pública of El País.

As an academic researcher, he is a member of the Research Network on Cohesion Policy of the Regional Studies Association, a regular collaborator of the Observatory of Local Autonomy (OLA), Grupo Democracia Y Autonomías: Sociedad y Política de la Universidade Pablo de Olavide; member of the Paradiplomacy and urban axenda groups of the AECPA,  member of the Social Council of the Faculty of Politics of the University of Padua. He has worked and published on all processes of comparative decentralization, multilevel governance in the EU, European Rexional Policy and urban appendices. Author of the book Subsidiarity and EU Multilevel Governance Actors Networks and Agendas (Routledge, 2019).

Gabriela Alexandra Oanta

European Union law of the oceans: New legal-maritime scenario”, and director of ‘Salvador de Madariaga’ University Institute of European Studies at the University of A Coruña. Visiting Professor (under contract) at the University of Salerno (2019) and University of Perugia (2020). Visiting Scholar in Environmental Rights at Widener University Delaware Law School (2024). Co-convenor of the ESIL’s Interest Group on the Law of the Sea (2018-2026). Member of the Pool of Experts (PoE) of the UN Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects (Regular Process). She has published extensively on the international and European law of the sea, international organizations, business and human rights, and the European Union’s food safety policy

Christoph Schreimonser

Bavarian jurist born in 1996. Substitute Lecturer in Public International Law and International Relations at the University of A Coruña. Associate Researcher at IGADI and IGADI delegate at the Industrial Campus of Ferrol. Coordinated the central monograph of issue 50 of IGADI’s journal Tempo Exterior, entitled “Culture and Sustainable Development in the Face of the Climate Crisis”.

Cristina Ares

Researcher

Is an Associate Professor in the Department of Political Science and Sociology at the University of Santiago de Compostela (USC), where she teaches courses on European Union politics and public policies. She has received positive evaluations for four five-year teaching periods and three six-year research periods. She coordinates the Erasmus program and serves as Academic Secretary of the PhD Program in Political Marketing, Actors and Institutions in Contemporary Societies.

She completed the Master’s in Political and Administrative European Studies at the College of Europe in Bruges and has been a visiting researcher at institutions such as the Berlin Social Science Center (WZB), the Center for the Study of Europe at Boston University, and the Jacques Delors Centre at the Hertie School in Berlin. She has coordinated several national and European projects and authored numerous scientific publications, with notable contributions on territorial politics in Europe, as well as comparative governance and public administration.
